Engine running Hot

I have this Escort Cabrio 1.4, about 2 years ago.

Car original from Germany but bought in Portugal.

Since i have it, the engine run´s with the thermometer about half way above the center but doesn't go over that.

Changed the thermostat, water pump and the fan switch to try to run cooler.

No effect.

Notice this part (Image) that i don't know what it is. I supposed something to help the car heat faster because it was from an icy region in Germany. I have serched for other engine bay images in the internet but none has this part.

Can anyone help?

What part is this? what it's for? Can it be removed? Will it help with the temperature.

The thermometer is always  a little bit above the middle. Never gets to the red zone but sometimes in summer ir stays somewhere in the middle between the middle and the red zone.

Fan works fine and has a new switch. The thermostat is also new.

I had a 1.3 when i was younger and i don´t remember running so hot.

As long as it does not overheat, I think it should be ok. On the mk5 RS2000. I know many of them also run on the hot side, some got around this by changing the thermostat and fan switch to the Escort RS Cosworth ones that would bring it down to the middle of the gauge.
