Personaly I would replace the fuel filler panel, replacements are available off ebay for a around £15, could you post pics of the bolster too, yes they can be repaired but only if they have the correct material, the place by me Car Connections has FORD fabrics so I caould always get you a piece and you can take it elsewhere to be done !!!
