I'd hazard a guess it's a CVH engine running EFi, in which case I believe it's normal for it to hold the revs about 2k on gearshifts to promote smoother changes. Annoys the hell out of me as well, until the traffic gets slow then it's handy as a form of low speed "cruise control" haha (if it was carbed & running a distributor then i'd say more likely weak mixture or retarded timing but it'd do it all the time not just when on the move) Welcome to the club by the way, we're in Congleton so may see us round & about this summer.
