From a technical angle, Casino Not Working explains its method here: https://casinonotworking.com/ . The service says small machines in Sydney and Melbourne request each known mirror every five minutes. It records the HTTP result and time to first byte, then displays only addresses that recently answered from the Australian probes. That is useful evidence of current reachability, but the boundary you mention remains important. A successful request does not prove that every ISP can reach the page, that all scripts or payments work, or that the operator is licensed and honest. Test from your own connection, inspect the final destination and compare ownership and licence details with independent records. Do not send credentials merely to confirm a status.
