1997 escort power roof clicking

Hi all, ive recently acquired a 1997 escort cabriolet 1.6 zetec. mk6 i believe. been off the road for 6 years but overall in great condition. First issue is the power roof, one of the hydraulic rams had been disconnected so ive repaired that but the roof motor wont engage.

checked all the fuses and all appear to be in good condition.

There is no noise from the pump itself but the relays are clicking when the buttons pressed. Hydraulic fluid level is just under max mark. Roof will go up and down manually no problem and ive greased each pivot point so nothings seized. 

I did search the forum first and found one other post similar to mine that seems to have died out a few years ago so hoping to get some knowledge here.

update : 
tested both relays this morning, ill admit i had to youtube this one having never tested them before and both are giving a reading of 70 across pins 85 & 86 so i believe the relays are good. Theres power going to the relays obviously, but no power to the pump itself. cant find any other fuses in the back except the one directly next to the pump which is good. could the relays still be faulty ?

At a loss here and would really appreciate some insight.
