1997 escort power roof clicking

Hi all, ive recently acquired a 1997 escort cabriolet 1.6 zetec. mk6 i believe. been off the road for 6 years but overall in great condition. First issue is the power roof, one of the hydraulic rams had been disconnected so ive repaired that but the roof motor wont engage.

checked all the fuses and all appear to be in good condition.

There is no noise from the pump itself but the relays are clicking when the buttons pressed. Hydraulic fluid level is just under max mark. Roof will go up and down manually no problem and ive greased each pivot point so nothings seized. 

I did search the forum first and found one other post similar to mine that seems to have died out a few years ago so hoping to get some knowledge here.
