Ford Escort Xr3i MKIV EFi fuel pump not enough pressure

Car cut out while driving, was in second gear and stalled going uphill, fuel injector pump fuse blew, car started for a bit each time but had no power, then would not start at all.

replaced fuse, it started twice for a few seconds in lots of attempts, took it to a garage, they have replaced the internal fuel pump with a new one, bypassing the radio suppressor, and removing the pulsation dampener, the old pump was engaging but not enough pressure, but the new one is doing the same thing. No fuel is reaching engine.

After having the car there for 7 weeks they have finally given up with trying to fix it.

I have replaced the fuel filter, cleaned the injectors, fitted new fuel pressure regulator.

The boot emergency fuel shut off has been disconnected to test, the pump does not come on when disconnected, when connected the pump engages, think that rules this out.

Running out of ideas, could it be a bad earth, if so where is the earthing strap/connection for this? or maybe a blocked fuel line? Any help greatly appreciated.
